Why a withdrawal needs gas on its source network
In brief
The network executing the send requires its native fee payment under the ordinary wallet flow.
Keep native gas on the sending network
Check the exact network from which you are sending. A native balance on another chain does not pay this transfer. The receiving wallet does not generally need gas merely to receive tokens, but your sending account must satisfy the source action's requirements.
Worked example
Base ETH cannot pay a Solana send
ETH held on Base should not be assumed available to pay a Solana USDC withdrawal. Check SOL in the Solana wallet for that source action.
